Many theocracies might be more properly called "representative theocracies." The state is ruled by a priest, who derives their authority by being the representative of a divine power. This to be contrasted with a "direct theocracy," where the divine power directly guides the actions of the state. From there, a "constitutional direct theocracy" is one where the divine power rules directly within an established legal framework and with the assistance of a parliamentary body. The Babylonian Parliament is a set of procedures to allow such a state to function in the most straightforward and effective way possible.
