The Babylonian Parliament
A downloadable procedure
"Lottery is surely the proper mode of selection in a theocracy since it leaves total control in God's power and also obviates absolutely any human hierarchical conceptions" - John Dominic Crossan, The Historical Jesus
Many theocracies might be more properly called "representative theocracies." The state is ruled by a priest, who derives their authority by being the representative of a divine power. This to be contrasted with a "direct theocracy," where the divine power directly guides the actions of the state. From there, a "constitutional direct theocracy" is one where the divine power rules directly within an established legal framework and with the assistance of a parliamentary body. The Babylonian Parliament is a set of procedures to allow such a state to function in the most straightforward and effective way possible.
For your next meeting, allow the direct hand of god to guide you and produce proposals previously undreamed of.
This game was inspired by the Jorge Luis Borges story The Babylonian Lottery.
